Zachary Hulo is a lifelong resident of Caroline County and a proud graduate of its public schools, attending from kindergarten through 12th grade. Deeply rooted in the community he calls home, Zachary is committed to responsible, transparent financial management that keeps Caroline County strong for future generations.
A U.S. Marine Corps veteran, Zachary brings discipline, accountability, and a strong sense of service to every role he undertakes. He earned a Bachelor of Science with a concentration in Accounting and a minor in Leadership from George Mason University, combining technical financial expertise with a firm foundation in ethical leadership.
Zachary has built a career in finance and accounting and currently serves as Accounting Manager for Omni Hotels. In this role, he is responsible for safeguarding funds, verifying daily cash and electronic deposits, and ensuring all financial activity is accurately recorded and reported. He reviews bank statements for accuracy and irregularities, investigates discrepancies, and prepares and posts journal entries to keep financial records complete and balanced.
He also oversees tax-related reporting and compliance, including tracking tax exemptions, preparing monthly tax reconciliations, and ensuring taxes are calculated and paid correctly and on time. Zachary regularly responds to audits and financial reviews, investigates chargebacks and billing disputes, and works with corporate finance teams to resolve issues promptly and fairly.
In addition, Zachary reviews and approves cashier and staff reports, verifies payroll during payroll cycles to ensure accurate pay and tips, supports senior leadership with financial reporting, and assists with month-end close and financial analysis. These responsibilities require constant attention to detail, internal controls, and accountability — the same core principles required to manage public funds responsibly.
Previously, Zachary worked as a Property Accountant for Crestline Hotels and as a Tax Preparer with H&R Block, further strengthening his experience in financial oversight, budgeting, audit support, and taxpayer services.
Beyond his professional career, Zachary is actively involved in the community. He has served in ministry and local outreach efforts, coaches Little League baseball at Paige Field, and values time spent with his wife and children.
Zachary believes in sound financial management, investing in local businesses, properly funding emergency services, and promoting transparency in government decision-making. His leadership is grounded in service, honesty, and stewardship — ensuring every dollar is managed wisely and that the Treasurer’s Office remains accessible, accountable, and responsive to the public.
As Treasurer, I will focus on implementing sound financial management practices to maintain balanced budgets, reduce waste, and ensure every dollar is used effectively for the benefit of our community.
With a growing population comes greater demands on our public safety infrastructure. That means our police, fire and EMS services must be fully funded and supported—not just for today, but for tomorrow. I’m committed to advocating: • Ensuring first responders have the personnel, training, and equipment they need. • Aligning budget planning to reflect the county’s growth so we’re not under-resourced in emerging neighborhoods. • Maintaining fiscal discipline so funding is sustainable and transparent, protecting taxpayers while keeping our community safe.
I believe taxpayers deserve to know how every dollar is managed and spent. As Treasurer, I will work to make county finances clear and accessible, ensuring residents can see where their money goes and how decisions are made. Transparency builds trust — and trust is the foundation of effective local government.
